You can tile over existing tile although it isn't reccomended. You would be safer by removing the tile and then installing the new tile. But, if you wanted to tile over existing tile you would have to make sure all the tile is even and not lose. If the tile is lose or uneven it will caused the new tile and grout to crack or pop out.

You can not make tile grout ! - It's a very complex sealing cement. Even those who have worked with it for years just go and buy it, there is no point in trying to make a product that is already cheap and easy to get.
YES natural stone is porous and will stain unless it is properly sealed Aside from staining, not sealing any natural stone tile can lead to mold and mildew growth, and the porous surface will attract moisture. There are cleaners to help with stains and moisture problems, but they do require work and patience. Also, make sure you clean your tiles thoroughly before sealing!!! If not, you are sealing in dirt, fingerprints, smudges, possibly moisture, etc... Let the tiles dry out for a day or so: otherwise you are sealing in moisture. I usually recommend waiting 1 week after the tile has been installed and grouted before scrubing and sealing.

I am assuming you are referring to glaze that has been damaged by improper cleaning methods. While the glaze can't be repaired, you can use a silicone tile/grout sealer to hide some of the damage and make the tile look shiny. The sealer will probably only last 1-2 years. It would of course be wise to make sure the tile is clean before sealing.

Contarary to popular mis conception you are not sealing the tile as much as you are sealing the Grout. The finish on the tile is a Glass glaze & really needs no sealer... Go to the Home Depot or Lowes & tell them you are looking for a good Tile grout sealer & then just read the instructions or visit their website for the video.. It ain't rocket science, any one can do it.. PLEASE make sure you start with clean & Dry Grout though, otherwise you are just sealing in the mold, mildew & stains..
