Yes and No. SOPA is an American law, and thus is only active in the United States. However, the way the law is currently written allows it to take down U.S. websites that are in any way related to Copyright infringement(and the way the law is, thats very loose). Any U.S. site that is taken down in this way cannot be viewed in Canada.
SOPA will probably give the government and MPAA the ability to shut down sites. Wikipedia is even going offline for a day to protest.
