fuel cut off valve not working, to shut a diesel off all you have to do is cut off the fuel,
Check three things: Fuel pump relay, and fuel pump inertia cut off safety device if equiped. check for 12 volts at the fuel pump to rule out faulty connector or wiring. Plus you need to check if the fuel injector if stuck open and also the fuel pressure regulator. this is on a 2000 kia sportage and no cut off safety switch,where is the pressure regulator located
The service manual states there is a "fuel cut-off" valve which sends evaporated gas in the fuel tank to the EVAP canister in the engine compartment. The valve is located in the fuel tank. I am not sure if this is what you are referring to.

As you did not list the Make, Model, & Year it is impossible to answer. Ford is the only manufacture to use an inertia fuel cut-off switch. It cuts power to the fuel pump thus stopping the flow of fuel in the event of a collision. On most Ford cars it is located in the trunk.

after extensive research on my Kia Sportage......I was told that there is NO emergency cut off switch on the 2001 Kia Sportage. It runs off of the fuel pump relay in the engine compartment fuse box. Two ways you can shut off the engine; find the gas pump fuse and remove it, if there is none, just locate the fuel line under the car , strangle the line before completely disconnect it to avoid fire
The cut off valve is located BEHIND the centre console low down next to the clutch pedal
