Yes. Check APR 18, most easily found on the Washington state Bar Association web site. You must have been in practice approximately 3 years (not necessarily in D.C.), have taken and passed a bar exam in any state including D.C., gone to an ABA accredited law school -- you file a motion, wait 16-22 weeks for the application to be processed by the National Council of Bar Examiners (investigating the information you provided in your application), and then you should hear from the Washington State Bar as to whether you have been admitted.
