Most serial killers have very defined geographic areas of operation. They conduct their killings within comfort zones that are often defined by an anchor point. Serial murderers will, at times, spiral their activities outside of their comfort zone, when their confidence has grown through experience or to avoid detection. Very few serial murderers travel interstate to kill.

Once a serial murder series has been identified, it is important for the involved law enforcement agencies to work together. Initially, a lead agency for the task force should be designated and will assume the primary investigative role. The choice of a lead agency is based upon a number of factors including the number and viability of the cases, available resources, and investigative experience. Once established, all law enforcement agencies involved in the investigation should have representation in the task force. Any outlying agencies should also be included, even if they do not have an identified case in the investigation.

Additional: Just because no state lines are crossed does not preclude the investigating agencies from ASKING the F.B.I. for their assistance. The F.B.I.'s profilers are very successful in their work and oftentimes can render great assistance with resources not normally available at the local level.
