Yes, and this topic has spawned thousands of books. But in General, Jewish people believe that there is free will in the world, and that although God wants us to choose good, we are just as free to choose evil.

God does not control us to block us from making choices.

Also, the modern state of Israel would probably not exist if it weren't for the Holocaust, and many Jews see that as a modern-day miracle.
