On the M train, the furthest stop downtown in Manhattan is Delancey Street-Essex Street, and the closest stop to Dekalb Avenue is the Myrtle Avenue-Wyckoff Avenue stop (although, you can transfer at Myrtle-Wyckoff Avenues to the Manhattan-bound Ltrain, and take the L one stop to Dekalb Avenue).
If you are going from City Hall to Dekalb Avenue, then I would suggest this route:
Take the Uptown 4-5-6 (the dark green line) from Brooklyn Bridge-City Hall (at the corner of Chambers and Centre Streets, at the northeast corner of City Hall Park) to 14th Street-Union Square. You will want to take the 4 or 5, though, not the 6, as the 4 and 5 are express trains and it's only one stop from Brooklyn Bridge-City Hall to 14th Street-Union Square.
Transfer at 14th Street-Union Square to the Brooklyn-bound L train. Take the L to Dekalb Avenue.

Take the F train to 18th Avenue (the next stop after Ditmas Avenue).You will exit the subway at the corner of 18th Avenue and McDonald Avenue. Your destination is just up the block, between McDonald Avenue and Avenue F. You need to walk north.McDonald Avenue is a two-laned avenue. On the left side of the avenue (the west side) traffic flows south, and on the right side (the east side) it flows north. Your destination is on the left side of the avenue, so, you will be walking in the opposite direction that the traffic is flowing.
