Gunnison Beach located in Atlantic Highlands/Sandy Hook, New Jersey is part of the Gateway National Recreation Area which is in turn owned and operated United States National Park Service. There is no charge to use Gunnison Beach but there is a charge for parking Memorial Day to Labor Day. Alternately you can take the SeaStreak ferry from New York City right to Atlantic Highlands and then catch the shuttle bus right to Gunnison.
Btw - there are NO Federal Laws that prohibit simple nudity - therefore this is a fair use of the federal park, providing a high-demand service to the public. Also, there is another 'legal' clothing optional beach on Fire Island on Long Island, New York.
As a reminder while the use of cameras are not prohibited it is suggested that you DON'T bring them because nudists are very sensitive about having themselves and their children photographed au naturale without their permission.
