Does the US President have to wait on a call from the governor to respond to an emerengy?

He does not have to wait if he thinks a response is required for the good of the country. He would surely try to contact the governor and discuss the situation, but if the governor could not be contacted, he would do what has to be done.
There have been instances when the President has sent in soldiers to enforce federal law against a governor's wishes.
