a 1992 Volvo 940 doesn't have a speedometer cable. the speedometer is controlled electronically.

The 1992 Volvo 940 clutch cable will have adjustment swivel nuts on each end of the cable. Turn the swivel nuts to lengthen or shorten the clutch cable.

There's a little rubber plug to the left of the odometer. Gently pry this off and with a mini screwdriver push the reset button in and replace the plug. Ths light comes on every 7500 miles.

It is the relay that is directly under the radio. same thing happened to me. I popped them out burnished the contacts and put them back in. It worked, if not you'll have to get a new one. Not too expensive.
