No, the Wizard doesn't take Dorothy Gale home in his hot air balloon. Dorothy's pet dog Toto tries to run away, Dorothy follows, and both miss their ride back to Kansas. The Wizard flies back to Omaha, but subsequently returns to the beautiful, enchanted, magical lands of Oz. But he doesn't come back to rule. The position that he leaves vacant is filled first by the Scarecrow and then by Princess Ozma.
