IQ scores are based on a Bell Curve, such that the score of 100 (which is average) would be in the exact middle. This means that if the test-takers started to improve their scores overall, for example, the average would still be 100. You are compared with your peers - people around the same age as you. As you get older, you gain more experience, knowledge, and skills. Thus, comparing the score of someone who is 15 to someone who is 45 would not be fair.
