I was told by a Chevy dealer that it is built in and cannot be removed. You can disable the anti - theft by getting to the ignition switch and cut the anti - theft wire. Which in my case on a 2001 Malibu was a yellow wire in ignition bundle. This wire must be cut while engine is running to fake out the computer that enables the signal to the fuel pump to allow flow to injectors at engine. I have read so many complaints about GM's anti theft problems by too many people and I certainly feel their pain, especially in their pocket books. That routine of turning key to on position and waiting 10 or so minutes gets to be a real pain after awhile. My yellow wire that I cut was routed down behind the radio to a single pole switch with wires attached and switch left in the open position ( same as wire being cut ). The anti-theft light remains on.

Ruff AnswerChrysler New Yorker Has A Picky Anti Theft System, I Understand that if that's flashing when trying to start, means the Theft System Wasnt Turned off, What i Would Try And do is Shut Your Drive or Pass Door, put Your Key into it and lock then unlock your door and try again. Doing This Has Deactivated My Alarm When I Had The window Down and pulled the lock and it went off.

It's possible that the anti-theft has nothing to do with it. During cranking, the starter sends back full battery voltage to the coil, to give a hotter spark. That's usually enough to start the engine. If the key is stuck in Acc, you probably aren't getting permanent power to the coil pack. Take care of the switch first, then see what happens. If it is the anti-theft replace the ignition cylinder which comes with passlock (150 at a wholesale GM part supplier). then do the password relearn procedure by holding key in on position for 11 minutes
