According to The Bible, a 'demon' is a fallen angel, so a human being would not be a demon. As to whether a tattoo artist's work , or ANY ONE's, is acceptable to God, that would depend on how careful they are to follow the Bible's guidelines.
As far as tattoos, and other 'markings on our bodies' , Leviticus 19:28 and Isaiah 3:24 mention this practice among the pagan nations surrounding Israel. The nation of Israel was to be a 'special people', different from other people, physically and spiritually clean, separated from the pagan nations and obedient to the creator.
Under the Mosaic Law, tattoos were prohibited by God because of their use by pagan nations of the time (particularly Egypt)as part of their worship of false gods and to show 'ownership' of slaves. The nation of Israel was to stand out as different, by their obedience to God's regulations (Deuteronomy 14:1, 2) so deliberate disfigurement of the flesh was prohibited under the Mosaic Law.
Christians are not under the Mosaic Law given to the nation of Israel, but would still be very careful about what they do with their God-given body. It's important to show proper respect for the human body as God's creation, used in honoring him. (Psalm 100:3; 139:13-16; Romans 12:1).
