In actual situation, NO! Millions of filipinos are going to school. They don't have enough space in classroom.Books should be owned by an individual and not to be shared by four to have an effective learning. Other materials that are needed as an aid of learning, is not enough. That makes me think that budget in education is not enough....

On normal circumstances, the budget is used by the Department of Education, under the Philippines government, for Public Schools. Although there are also some government agencies that sponsors their own public school like the Department of Science and Technology (PSHS System). The budget is mainly for utilities and tools on classrooms. There has been a widespread rumor about corruption but I'm not sure on that part. All in all, the budget has been used efficiently.
Perhaps the biggest culprit would be budget cuts. Physical education is usually one of the first programs to be cut during budget tightening.
