White smoke coming from the exhaust is a symptom of coolant entering the combustion chamber. This will cause the engine to miss and vibrate. More than likely your have a blown head gasket. It may not be the fan making "more" noise when you turn on the lights. It may actually be the bulbs making noise. Incandescent bulbs when operating on a dimmer make a high pitched noise - it is the filament vibrating. Try just the lights without the fan and see if you hear anything.
