That's a tricky question but all contracts with any contractor should mention "all supplies and equipment needed" shall be provided by the contractor. If this is not on the proposal write it in and have the contractor initial that sentence specifically.

Do not assume anything with any contractor work. Always protect yourself and make things as clear as possible.
