That's a tricky question but all contracts with any contractor should mention "all supplies and equipment needed" shall be provided by the contractor. If this is not on the proposal write it in and have the contractor initial that sentence specifically.
Do not assume anything with any contractor work. Always protect yourself and make things as clear as possible.

It depends entirely where it is - and you didn't say. In many states of the US, grants and benefits are given IF the owner lives in the mobile. For one thing, you would not get these if you used it as a rental. Secondly, unless the pad rental is really low it hardly pays to use one as a rental.
