Under seat the back black tank is for gas. The white tank in the front of the black tank is the 2 cycle oil.
Disconnect the battery. Loosen the hose or tube that goes to the door where you put the gas nozzle. Unbolt the two J hooks that go to the strap holding the tank in place. Remove the wires going to the fuel level and the gas and vapor hoses.
the rear washer is fed from the same tank as the front washer-under the hood in the front right side.

There is a switch that tells the system to release air from the bags. It is located behind the rear axle in front of the gas tank. A bar moves up and down and triggers the switch. It is about the size of a ball point pen. It may be disconnected or just not working.

If the gas wont go in, try running it in very slowly. If it will go in slow, then the tank vent system has a problem. Check the vent tube and canister for a possible clog.
Easy to remove and replace gas tank. Best bet is to get a Haynes or Chilton manual for reference (about $14). If I recall correctly: 1) Disconnect battery 2) Jack up car 3) Siphon gas out of tank 4) Remove three rubber hoses on rear of tank. These are used for gas fill up; remove hose clamps and disconnect. 5) Remove three hoses from front of tank; these hoses go from the fuel pump to the engine. You'll need special fuel line wrenches for this. 6) Disconnect two connectors at the front of the tank. 7) Remove two bolts that hold the exhaust pipe heat shield. You'll want to use penetrating oil on these; they will be corroded. 8) Support tank with a floor jack. Remove the bolts which hold the tank in place. The radiator cap is under the gas tank at the front. There is also a coolant recovery tank located under the passenger seat on the left side.
Putting sugar in a gas tank will mean a trip to the garage since the sugar will ruin the gas filter and go into the engine.
