It depends who are the people in the government
Make and Enforce rules of behavior
State legislatures Power and Authority. ...Authority is recognition of the government's right to establish rules of society. Power is the government's ability to enforce the rules. A government with neither power nor authority isn't a government at all, whereas one with both tends to be orderly and productive. Authority without power is the current situation in Somalia, where pirates and crime lords do as they please while the government looks on helplessly. Power without authority is the point at which the people declare the government invalid and incite a revolt, as in Libya.
A government with little rules and little power
It could not effectively collect taxes to pay war debts. It lacked any real power over the states. It had no ability to enforce rules.
advise government officials make and enforce rules
You're thinking too hard. The answer is "government."
The Government.
The United Nations enforce rules through the resolutions of the Security Council.
Federalism prevents tyranny because it separates the power so it's not all in one place. This shows separation of power because the government and the states have their own laws/rules which they can enforce as they please.
The people give states power. Through the self organization of leadership the people establish the regulations and rules they want the state to have and enforce then they choose to comply with those new rules. If people choose not to comply they are criminals or they move. In the case of inactivity, people get the government they let happen to them.
They believe in states rights. The constitution implies that states should have more right to enforce the rules instead of the federal government. This is beneficial for the country because when you allow states to take control, the laws are applied specifically for the needs of the people on the state.
