Not always. If the guy seems attracted to you, he usually eyes you in lessons, which can be annoying. So it depends on what your definition of annoying is.
If he does like you, but doesn't want to admit it, the above behavior is expected. If he is willing to admit it, then, he might ask you out as well as firing you with a lot of personal questions.
Like I said before, it depends on your definition of annoying.
