Yes. All iPad minis should be running iOS 6 and can update to iOS 7 this fall.
Unfortunately, the first generation iPad is not compatible with iOS 6. Apple stopped supporting the iPad 1 with updates after iOS 5.1.1, which was the version just before the iOS 6 update. Interestingly, the iPad 2 is still supported to this day.
