Does the incognito window in Google Chrome act as a proxy server would?

As far as im aware, yes. Even if you store your passwords and information on a site, when you revisit it and it tries to figure out who you are, and auto load those items, it cant. For example, pandora.com tries to track you and auto-signin when you log onto the site, but if your running incognito, it cant, even if your passwords and login are stored in chrome.
