A Mac's airport card connects the Mac to a wireless network. If the Mac is turned off it will not be connected to the network.
To connect a Bluetooth device to a Mac you need to ensure that Bluetooth is turned on in the Mac's System Preferences and that it is Discoverable. Bluetooth devices should then find the Mac by its name and pair with it.
the power book G4 can use the Airport Extreme card.
I assume you have a mac. Depends on the model, but putting an airport card in a mac laptop is not a job for the layman. Laptop airport cards are different from desktop ones, but if you need help putting one in, ifixit.com has great resources

Of course not! A Mac can connect to the internet using Ethernet, wireless connections (which Airport cards are for), and 3G USB receivers that phone companies make. (17" Macbook Pros can use wireless cards (which go in the device) that are also created by phone companies.)
Assuming you use Airport, you click on the Airport icon in the menubar, select "Create Network", give it a name and channel, and click OK.

If you are referring to using the Airport Utility to create a network, then use it is only compatible with the Time Machine, Airport Extreme and Airport Express
You can attach a 3g card that plugs into a USB port, and the Mac powerbook g4 does have a slot to put an Airport card in for Wi-Fi connectivity.
