I would think you are talking about the Rack & Penion sterring cylinder. You do not have to remove it to replace the starter.The cylinder that I think you are talking about is mounted on the front end housing and it is a 4 wheel drive actuator. nothing will happen if you remove it and install it again, but be carefull some of them have a spacer inside.
