Yes. The Earth turns in a full circle. East and West are just "halves", so it depends on when you start the elapsed time clock as to what the answer is. Now if you want to figure in the International Date Line, someone in Japan will see the Sun rise on Saturday, the Sun that California saw rise a few hours earlier on Friday. Then you could play games with GMT versus local time, but I don't want to go there.

Yes, it always sets in the west.

Not always. From certain parts of Mercury, at certain times, the Sun appears to rise, the slow down, momentarily stop, and then go backwards to set where it rose. This is because Mercury's years are not much longer than its rotation period.

This results in a day ( the "solar day") that's twice the length of the year. This, combined with Mercury's "eccentric " elliptical orbit, gives the strange effect.
