Everyone is judged by Our Blessed Lord at the moment of death. No one can know if someone is in heaven or is going to heaven short of divine revelation. There are some popes in heaven, we know because they are canonized (declared saints) which means that they are in heaven. Those that are not canonized, we cannot know.
Nobody, including the pope, makes such an assumption.
The pope has reaffirmed that both Heaven and Hell do exist.

A fact about the crusades is that people went on the crusades because Pope Urban told them that they would be forgiven for their sins and tht they would automatically go to Heaven.
Because the Pope had told them that their sins would be forgiven and they would go to heaven if they fought the Muslims and captured Jerusalem in the name of God.
Basically, it means that the pope makes the rules. Whatever he says on Earth will also be acknowledged as law by Heaven.

Most Catholics assume that he is in Heaven. He is currently being considered for sainthood.
