Yes. The Department of Motor Vehicles issues license plates to all new owners once they submit proof of insurance and pay the registration fee. When the car is sold, it is the obligation of the registered party to return his/her plates to the DMV.
License Plate data is considered private and cannot be released to the public. If the vehicle has committed an offense, the plate should be reported to police.

The state actually owns the license plate itself. As for the owner of the vehicle the plate is attached to, that's not for you to know.
Such information is private and not made avaialble to the general public. If the vehicle has committed an offense, the plate should be reported to the police, who will track down the owner. However, as stated, they will not provide you with the address.
You don't.

It is not available to the public the information that comes with license plate because that is private information that is only available to the police and DMV.
Only if you are the legal owner of the vehicle you wish to register.
If you are the Registered Owner "RO" then yes it will.
Unless the license plate was illegally made, two cars wouldn't have the same license plate. This is because they are used to identify the driver/owner of the car if the police catch them doing something illegal (ex. speeding).
