Spain actually has a three part gov't. 1. The King, 2. The President, 1st Vice President 2nd Vice President and 3rd Vice President and 3. The Cabinet. So, to answer your question, no, because Spain does not have a prime minister. It does have a President and a King and A cabinet though.
