Does the seller of a vehicle have to sign for a lost title or can the buyer get one without the sellers signature or help?

Here's how it works where I live. (Washington... the state) You have to send a release of interest document to the last known address of the registered owner. (DMV can give you the address) If it comes back signed, perfect. Take it to the DMV and get your title. If it comes back un-opened, you take it to your State Patrol, get a trip permit and bring them the car for inspection. They look it over, (usualy just a glance) fill out the paperwork and send you back to the DMV where you get a temporary, three year title. Three years so if the last owner wants to contest the title transfer, they can. You can drive, license and even sell the vehicle during the three years if you want to.
