For starters, I believe that by congress you were referring to the House. Because Congress is made up by both the House and the Senate. The answer is NO. the Senate actually has less rules than that of the House because it is a much smaller body of people that are easier to manage.
Used in governing Georgia until a more permanent document could be drawn up
The House of Representatives has much stricter rules than the Senate (mostly because the House has so many more members that without strict rules, it would be almost impossible to accomplish anything).
the duties of the congress divided between the house and senate are that the senate tends to have more power than representatives
congress is more representation rather than self governing
senate
The Senate has way more lax rules than the House. Mainly because the House has a Rules Committee and regulates who will speak when. In the Senate, there is no Speaker (it should be the VP but he has no true power, and hardly attends) therefore less rules.
The U.S. Congress is made up of the United States House of Representatives, and the United States Senate. The Senate is generally thought of as having more prestige.
Without knowing what years you are interested in, it's difficult to answer this question. But it should be noted that whichever party is in power, its leaders will try to alter the rules to give their party more opportunity to pass legislation. For example, when Republicans held the majority in congress, during the first six years of the presidency of George W. Bush, they supported policies that gave President Bush more authority. More often than not, whatever President Bush's priorities were, congress went along with them, and the leaders in congress used various House and Senate rules to marginalize any opposition by the Democratic minority. By controlling the application of congressional rules, Republican priorities got through congress more easily. In fairness, at times in the past, there have also been Democratic presidents and members of congress who used the rules to shepherd their policies and priorities through the House and the Senate.
By far, the group in Congress that has more members is the U.S House of Representatives. The Senate only has 100 members. The House, however, has 435 voting members.
As of the 112th Congress (2011-2013), the Democrats hold a 51 to 47 advantage in the Senate, with two Independents.
