The answer is NO. The shoulder harness - lap belt system is not designed to restrain 2 bodies. You would be compromising each person's safety; not allowing the belt system to do it's job as designed with the "lock" upon impact and it would also constitute not being "properly" buckled. the receiver for the belt has a sensor. if it fails the light will continue to flash even though the belt is buckled. replace it!
Which "sensor" are you asking about? I have many in my truck beginning with the seat-belt sensor that says if I have buckled-up or not.
