yes it does its on the drivers inner side frame rail one ten mill nut and 2 quick connects takes bout 5 to ten minutes to do depending on how the quick connects come apart

I had the same problem with my 97' model.It was a leaking fuel line filter just under the side of the van.
No special tools, just a matter of squeezing nylon clips to release filter. One bolt holds the assembly in place. Just snap filter back onto fuel lines making sure the clip locks into the filter (should hear a click). Install bolt to secure filter back in place.

Drain the fuel from the fuel tank. Remove the fuel line from the fuel filter. Remove the fuel filter plate. Remove the fuel filter retaining bolts. Reverse the process to install the new fuel filter.
