More or less, it does. I heard that term growing up used by my relatives calling each other it...all were descendent from Czech immigrants. It was okay for them to call each other it, but not outsiders...no different from the racial slang rules in America today. I think the term references Hungarians and Bohemians, but is used in a more genral sense.
