If you have a 2.4 L you may be ok since the pistons are dished to prevent damage due to an out of time condition. "Cast aluminum, single-size pistons have pop-up tops with valve cut outs allows broken-belt valve clearance. The fuel pump relay on a 1996 Dodge Stratus 2.4 liter is located underneath the hood. The relay will be in the integrated power module.
No, it is an interference engine. I know this because I just pulled the heads on one that broke the timing belt and the valves are bent and/or broken.
Dodge does not use inertia/reset switches.

It's out of time. You need to make sure the crank and cam gears are in alignment before installing the belt. If the belt was broke, the valves could be bent.
