Best Answer

Wind necessarily doesn't "dry up" the rain but it helps to move around water particles, this is something people in humid areas experience a lot. Wind also helps aid the evaporation of water and other natural processes.

What causes dry regions?

A rather simple example would be that a warm prevailing wind draws up water while crossing a large ocean. Reaching a mountain range, the rain is dropped on the weather side as the wind gains height and cools to pass over the mountains. Once on the other side of the mountains, there is no rain left for the wind to drop. So, in the shadow of the mountains, there forms a dry region.
