No. Low fluid alone should not cause that.
Check your tranny fluid. The ticking is not the tranny...it is most likely top end ticking. Your valves need adjusted. If the tranny is empty and you fill it and it keeps slipping, look into buying another tranny. You can buy them new...or you can call around to your local junk yards to see if they have a used one. Make sure you check the mileage on the car or the tranny itself. If it's already pulled, they should have records of what vehicle it came out of and they can check the mileage on the car.

depending how old the tranny and how well it has been maintained...yes. If this is your scheduled fluid and filter change 100,000 miles or less then absolutely. If you are just topping off levels go ahaed. However, if you are reinstating a used tranny and are putting new fluid into it, PAying great attention to the surface outlining seals and the seals will greatly improve your odds, od tranny fluid does get debris in it that does not get caught by the filter so if you were to put used tranny fluid in with new, make sure it is free of debris.
Pull the transmission dip stick out , and make sure oil is showing on it . You need to take it for a drive and get the tranny fluid warmed up and then with the engine running and tranny in park , check the fluid on the dip stick . If the fluid is showing on the right mark on the dip stick you are good .
jack up car make sure it is level,take out plug next to tranny pan, if fluid comes out it is over full, should be at bottom of plug hole,to add to it the red cap on top of tranny on drivers side. add until fluid is level with plug hole. replce plug when full,you will need a tranny funnel to add fluid! if the noises are only in fourth gear then its an internal transmission problem. Make sure that the fluid level is ok. If the fluid is ok then the transmission will need to be pulled and checked inside.
In the 2000 voyager,you will needto find the yellow dipstick and remove it , then get a funnel and put it in the hole and pour tranny fluid in. make sure you have the vehicle running to check the fluid level.. a littleless isokbut to much will damage the tranny. you are welcome, Paul
