No. Fuel pressure at the injector is regulated by the fuel pressure regulator.
fuel pump may not have enough pressure to open popit valve in the injector.
The clicking noise you can hear is the starter solenoid clicking into place. If the starter motor does not turn the engine immediately, it is probably the best place to look. it sounds like the starter motor is faulty.
Do you have any click in the starter itself but still not turning over? Then its the starter giving you fits. Replace it. If no click is heard then it could be a fuse or more likely the starter relay. Check them both before moving to the starter.
The starter drive is shot. Replace the starter and hope the ring gear isn't damaged.

The starter is located near the transmission on the drivers side of the 1992 Plymouth Voyager. The starter is responsible for turning the engine over.
The starter could be bad. Or the battery. The starter could be bad. Or the battery.

The soleonoid on the starter is bad. When you buy a new starter it comes with the solenoid. Try tapping on the starter with a hammer if it starts after that then this is your problem
When turning key, do you have power? If not, then check battery, cables etc. If so, then could be a bad starter/starter relay. If cranks, but doesn't start, then check fuel pressure, crank/cam sensor, ignition module, coil etc.
More than likely the starter is defective.
