No, addressing mail in this way has no effect on the priority at which it is handled and delivered. "Care of"can mean any one of three things: 1) The person you are writing to is collecting their mail from someone elses address. 2) You are writing to a company, and to a specific staff member. eg: Joe Bloggs, Care of Whatsitcalled Limited. 3) Some people use "Care of" in place of "For attention of" (F.A.O) when writing to a company. This is not technically correct, but is usually recognised anyway.
