No it does not. But it does give you somewhat better gas mileage.
take it to a mechanic. Cruise control repairs are pretty difficult and unless you are real good and know what you are doing I would not mess with it.

On my '96 GT it is just below the cruise control actuator. Look for a round rubber knob about 1/2 inch in diameter buried in the mess of wires and hoses. Pain to get fluid down into without a long funnel.
