No. vaseline may help moisturize the skin, but it will not cure it. There is no current cure for eczema, but there are other treatments and some work better than others.
Try Vaseline, If you cannot get a prescription from the pediatrician.

Eczema
I am not sure but i have heard of putting it on your eyelids before bed and it is supposed to make them grow i have not yet tried it my self tho.
Unfortunately there is no 'cure' for eczema. To try and keep the skin as clear from eczema as possible is to moisturise on a daily basis (or as much as needed), and for any inflamed, red areas of skin, a corticosteroid cream may be prescribed by your doctor.

Allergies will cause this. My dog has the same problem. You can call your dog's vet and ask him/her what the best cream would be to use on the dog. I would recommend using some Vaseline to sooth the itching.
