The Yellow Forest is a route for the Pokewalker. To obtain it you must be able to access the Nintendo Wifi network via a Wireless Router or a local hotspot (check nintendowifi.com for you nearest hotspot). Then turn on your Soul Silver and from the main menu go down to Mystery Gift. Choose "Via Nintendo WFC". It will search the network and download the gift. Then just go to the nearest Pokemart in the game and talk to the delivery man. He will give you Yellow forest that will show up the next time you connect your pokewalker.
