Vinegar in a bottle is already melted: it is a liquid.

Conversely, a typical commercial vinegar with a 5% acetic acid content will have a freezing point of about -2 degrees C, or 28 degrees F.

Yes, but it is not quick. If you rub it with a rag it will be much faster. You should take the excess off before aplying it though. In any case, I´d prefer a mixture of salt and water. The same instructions apply, but in this case, it goes a little faster. Also, salt is less corrosive than vinegar, so I will go easier on the car paint.

Pure acetic acid (the acid in vinegar) freezes at 16oC. At the typical concentration of acetic acid in water to make vinegar (4% to 5%) it would freeze at about -2oC.
