VLC is a player not a format a .vlc data file will require the VLC player. The VLC player will play most formats (See links below) and can save files in another format as required.

VLC Player can play any format I've ever given it.But BRRIP is not a format. You have to look at the extension of the file to see the type. Common ones are MP4, AVI, VOB, and MKV. VLC can play all of these.

To play a movie in closed caption the VLC Media Player needs to be able to perform the closed caption function. If the VLC Media Player is not compatible with closed captioning, it cannot be done.
