No, there are thing called osmotic pressure and driving of water against the pressure require expense of energy. It must be note, when the water diffuse into a concentrate solution it loss a form of potential energy called concentration difference and to separate it would require energy input.
There is power plant running on osmotic power, though in pilot scale but a good demonstration on the existence of such energy retrieval from concentration difference.
