I believe that the holes in the surgical masks are too large relative from the bacteria or virus and cannot fully keep the cold from spreading or keep the cold away from you. The only way that a masks keeps the cold from spreading is when the bacteria hit the fabric and don't go through the holes.
Yes it does by collecting respiratory droplets from the infected person when they cough or sneeze (like a tissue does) and prevent them from being released into the air, onto surfaces, or directly to another person. It is not for long term use or reuse since it will lose its effectiveness, especially if it becomes moist.
