Only exercise will tone your legs! I am a former tennis player 5'9 and 123pds and 40yrs old. I have been a full time hair designer for 15 years and wear heels quite frequently. I too thought that heels might tone my legs, however, believe me they do not! And, if worn on a job where you are on your feet for up to 10 hours a day, they (heels) cause tremendous swelling of the legs and very bad back problems! Working out is the only way to tone up, and, also fat cells are genetic. Yes, it's true. The number of fat cells we have are determined at birth and although you may be able to firm up a bit, don't get discouraged if you just can't get to your goal. Genetics are a hard thing to fight.

Yes, you would just have to work more for it. Tone your legs with running, stair stepping, or even walking. Actually, a person's legs are easier to tone and thin because a person does the most exercise with their legs (walking, even standing).
Broken legs will generally have swelling due to how the bone heals and repairs itself.

I had the same problem. I was overweight. I started doing the inner thigh machine and working my legs on other machines (increasing the weight). This helped my legs to tone and now I can cross my legs!!!!!!!!!!!!
You can get legs like Jessica Simpson by walking everyday and running a few times a week. Doing those exercises will help tone and improve your legs.
