In general yes since it has not been treated with anti bacterial agents and may originate from streams and ground water polluted by run off from farm animals. Obviously if your well is bored in a remote hillside it might be purer but it would still need testing.

YES IT CAN! I made a homemade filter that can do that! All you need is to pour some sand and some coal into a cup and if that bacteria is in the water, just pour the water into the cup, and wait. The water comes out to be much more cleaner than before.
