It's unlikely that killer whales would ever try to attack a blue whale due to the epic difference in size. Orcas would most likely avoid a blue whale and would go after prey smaller than themselves. Basically, I dbout a killer whale could harm a blue whale.
Yes because water makes it hard to ger direct shots so its not always a 1 shot blow... and plus if the whale gets hit and panics it will go under water and sometimes suffer for hours before it dies. whale hunting is wrong in my eyes because your killing innocent creatures for entertainment but I guess its what you prefer
