In theory, yes. Obstructions between the transmitter and the receiver have to be taken into consideration though. As a general rule the denser the material between the transmitter and the receiver the weaker the signal will be.

"The frequency at which 802.11b and 802.11g is transmitted allows it to penetrate solid materials allowing, in most indoor environments, a maximum range of 300 feet. 802.11a experiences a steeper decline in throughput as distance increases from the access point and has a maximum range of about 150 feet in most indoor environments"

For a wireless router to work does the computer with ist have to be on is the other computer to get the wireless signal from that computer?

If you do have a wireless router on, you don't need any other computer to be on, say if you have a laptop downstairs, and a computer with the router upstairs, the computer can be off, but the router has to stay on, and you can access the internet using the laptop from downstairs, if you have a good enough signal. Hope this helps!

You live in a Apartment complex that has 4 community computers hooked up to a router and to the internetthey lock the computers up each night but leave them turned onif you buy a wireless card for you?

Unfortunately, there is not quite enough information in your question to give it a proper answer. I can answer the question, and vary my answers depending on the circumstances. If you live in an apartment that provides WIFI (or wireless Internet service) to the tenants, then having your own computer with a wireless card attached to it would most likely connect you to the Internet. There is a caveat to that, however, which is 'security.' If the WIFI has security enabled (most do) then you will have to know or have access to, the security code to access the WIFI. However, if there is no wireless broadcast in the building, and the four computers are connected on a "wired" router, then no wireless card will get you on the Internet at all.

Is wireless broadband available for free in most apartment complexes?

It depends on the apartment complex you are moving to. Many apartment complex's today offer highspeed internet service or just include it in your rent. The apartments I have stayed in have included it but I know many around me that do not.
