If you do have a wireless router on, you don't need any other computer to be on, say if you have a laptop downstairs, and a computer with the router upstairs, the computer can be off, but the router has to stay on, and you can access the internet using the laptop from downstairs, if you have a good enough signal. Unfortunately, there is not quite enough information in your question to give it a proper answer. I can answer the question, and vary my answers depending on the circumstances. If you live in an apartment that provides WIFI (or wireless Internet service) to the tenants, then having your own computer with a wireless card attached to it would most likely connect you to the Internet. There is a caveat to that, however, which is 'security.' If the WIFI has security enabled (most do) then you will have to know or have access to, the security code to access the WIFI. However, if there is no wireless broadcast in the building, and the four computers are connected on a "wired" router, then no wireless card will get you on the Internet at all.
