No. when you are born you are born with the Prepuce (foreskin) attached to and covering the entire glans penis. At this stage the penis has not fully developed yet.

The foreskin is there to protect the glans penis and in time will detach from the glans. This usually happens well before puberty. no as you grow your penis does to. as you reach the ages between 12-16 you usually grow more to about the size of 5 in. to 6 and a half in.
